PVC cleaner is a chemical substance that is used to remove contaminants such as grease, dirt and oil from PVC surfaces before applying the adhesive.

While using PVC cleaner does help prepare the PVC surface to bond with adhesive, you cannot use it as a priming substance and will still need to use a proper PVC primer as well.

That is because PVC cleaner will not soften the surface of the PVC material which is required for the adhesive to achieve maximum bonding strength.
